值此中华人民共和国温家宝总理阁下访问巴基斯坦之际，中华人民共和国商务部薄熙来部长和巴基斯坦伊斯兰共和国商业部胡马云?阿赫塔尔?汉部长代表各自政府，共同回顾了两国经济和贸易关系的发展进程，并同意进一步加强这一关系：

双方宣布结束中国—巴基斯坦自由贸易协定联合可行性研究，并根据世界贸易组织（简称世贸组织）规则启动自由贸易协定谈判。

双方签署了早期收获计划协议，从而为缔结自由贸易协定奠定基础。

巴基斯坦伊斯兰共和国政府同意，自本谅解备忘录签署之日起，中巴之间的贸易将不适用《中华人民共和国加入世界贸易组织议定书》第15条和第16条以及《中国加入世界贸易组织工作组报告书》第242段。

本备忘录于二OO五年四月五日在伊斯兰堡签署，一式两份，分别用中文和英文书就，两种文本同等作准。

Memorandum of Understanding on the Free Trade Agreement and Other Trade Issues Between The Government of The People’s Republic of China And The Government of The Islamic Republic of Pakistan

On the occasion of the official visit to the Islamic Republic of Pakistan by H.E. Wen Jiabao, Premier of the People’s Republic of China, Mr. Bo Xilai, Minister of Commerce of the People’s Republic of China and Mr. Humayun Akhtar Khan, Minister of Commerce of the Islamic Republic of Pakistan, on behalf of their Governments，jointly reviewed the development process of the bilateral economic and trade relations, and agreed to further strengthen these relations.

Both sides announced the conclusion of Joint Feasibility Study on a China-Pakistan Free Trade Agreement (FTA) and the launching of negotiations on the FTA in accordance with regulations of the World Trade Organization（WTO）.

Both sides signed an Agreement on Early Harvest Program so as to provide a basis for the establishment of the China-Pakistan FTA.

The Government of the Islamic Republic of Pakistan agreed not to apply, from the date of the signature of this Memorandum of Understanding, Articles 15 and 16 of the Protocol of Accession of the People’s Republic of China to the WTO and Paragraph 242 of the Report of the Working Party on the Accession of China to WTO in relation to the trade between China and Pakistan.

The Memorandum of Understanding is signed in Islamabad on the Fifth day of April in the year Two Thousand and Five, in the Chinese and English languages, both texts being equally authentic.
