值此中華人民共和國溫家寶總理閣下訪問巴基斯坦之際，中華人民共和國商務部薄熙來部長和巴基斯坦伊斯蘭共和國商業部胡馬云?阿赫塔爾?漢部長代表各自政府，共同回顧了兩國經濟和貿易關系的發展進程，并同意進一步加強這一關系：

雙方宣布結束中國﹛巴基斯坦自由貿易協定聯合可行性研究，并根据世界貿易組織（簡稱世貿組織）規則啟動自由貿易協定談判﹛

雙方簽署了早期收獲計划協議，從而為締結自由貿易協定奠定基礎﹛

巴基斯坦伊斯蘭共和國政府同意，自本諒解備忘錄簽署之日起，中巴之間的貿易將不适用﹛中華人民共和國加入世界貿易組織議定書﹛第15條和第16條以及﹛中國加入世界貿易組織工作組報告書﹛第242段﹛

本備忘錄于二OO五年四月五日在伊斯蘭堡簽署，一式兩份，分別用中文和英文書就，兩种文本同等作准﹛

Memorandum of Understanding on the Free Trade Agreement and Other Trade Issues Between The Government of The People﹛s Republic of China And The Government of The Islamic Republic of Pakistan

On the occasion of the official visit to the Islamic Republic of Pakistan by H.E. Wen Jiabao, Premier of the People﹛s Republic of China, Mr. Bo Xilai, Minister of Commerce of the People﹛s Republic of China and Mr. Humayun Akhtar Khan, Minister of Commerce of the Islamic Republic of Pakistan, on behalf of their Governments，jointly reviewed the development process of the bilateral economic and trade relations, and agreed to further strengthen these relations.

Both sides announced the conclusion of Joint Feasibility Study on a China-Pakistan Free Trade Agreement (FTA) and the launching of negotiations on the FTA in accordance with regulations of the World Trade Organization（WTO）.

Both sides signed an Agreement on Early Harvest Program so as to provide a basis for the establishment of the China-Pakistan FTA.

The Government of the Islamic Republic of Pakistan agreed not to apply, from the date of the signature of this Memorandum of Understanding, Articles 15 and 16 of the Protocol of Accession of the People﹛s Republic of China to the WTO and Paragraph 242 of the Report of the Working Party on the Accession of China to WTO in relation to the trade between China and Pakistan.

The Memorandum of Understanding is signed in Islamabad on the Fifth day of April in the year Two Thousand and Five, in the Chinese and English languages, both texts being equally authentic.
